The Alliance for Mindanao Off-grid Renewable Energy 2 (AMORE 2) is a five (5) year
project being implemented by Winrock International (WI) in partnership with US Agency
for International Development (USAID), Department of Energy (DOE), former Mirant
Philippines Foundation, and the Autonomous Region of Muslim Mindanao (ARMM).
AMORE 2 aims to contribute to the peace and development initiatives in Mindanao by
improving the quality of life in unelectrified rural communities through sustainable
renewable energy projects and effective community organizing.
The objective of this invitation is to solicit proposals from pre-qualified organizations for
the conduct of Community Organizing in thirty (30) barangays in the Provinces of Sulu,
Zamboanga del Norte, Maguindanao and Sultan Kudarat. The pre-qualified organization
must provide information indicating that they are qualified to perform the services
(description of similar assignments, experience in similar filed, availability of appropriate
skills, etc.).
WI invites pre-qualified organizations to submit Expression of Interests (EOIs) not later
than 5:00pm on 02 October 2008. The EOIs must be made in writing and delivered,
emailed or faxed to the address indicated below. Electronic copies should be in PDF
formats.

All EOIs shall be evaluated by the AMORE Contracts Review Team. A complete set of
Request for Proposal (RFP) kit may be downloaded at AMORE website:
www.amore.org.ph on 03 October 2008. A pre-bid conference will be held on the following
dates and venue, to wit:
07 October 2008, 10:00am in ZAMBOANGA Amore Office
08 October 2008, 10:00am in Davao City (venue to beannounced)
Deadline of submission of proposal will be on 14 October 2008 on or before 5:00pm.

WI reserves the right to reject any or all Applications for Pre-qualification, waive any
required formality therein, and accept the bid and award the subcontract to the most
advantageous offer to the project. WI assumes no responsibility to compensate or
indemnify the bidder for any expense or loss that may be incurred for the preparation of
the bids, nor does it guarantee an award will be made.
